Forest Lakes Neighborhood is a beautiful lake community located in the Raleigh community of Memphis, Tennessee.
In 1959, the Forest Lakes Association began when the title was gifted by the Developers. The first meeting was held at the home of in Dr. John Sorenson at 3932 Springfield Drive. Attendees present include: Dr. John Sorenson, Bob Averwater, Trent Wood, B. Sample, Al Riley, Max Logan, Glen Melton and Tom Suggs. The Association’s attorney, Al Riley drafted a constitution and bylaws. The Association was officially organized in 1960 with Bob Averwater as the first President.
The area at the time was a low wetland fed by underground springs. The Developers built the two dams that formed Beaver and Otter Lakes and began the construction of homes. The basic requirement was to make each home different and unique and meet minimum standards. The association includes over two hundred and seventy lots in the Raleigh community.
Forest Lakes Association helped to organize the Raleigh Community Council led by Don Anderson. In partnership with the council, the association made several new projects viable, namely two recreation centers, the Methodist Hospital North, Kennedy Park, the new Austin Peay Highway which was then a narrow two-lane road, and support for the Raleigh Springs Mall.
In 1979 the Otter Dam gave way during a heavy rain storm and completely emptied the lake. The cost to rebuild the dam had to be prorated among all the members and each homeowner was assessed $500 to do the work. Since then both dams are watched closely by the Trustees and repairs are made timely to prevent another such occurrence.
In the early 80’s the area was annexed into the city and all the houses that were on septic tanks had to tie into the sewer system.
Over the decades there have been numerous changes in the city and in the Raleigh community. However, Forest Lakes has maintained as sense of pride for the neighborhood.
In 2008, Larry Whisenand became President of the Association and through out his tenure he was instrumental in maintaining the lakes and leverages. Whisenand remained President until 2015 when he relocated to California.
Carlton Boatwright was elected President in 2015 and served until 2019. As President Mr. Boatwright regularly attended city and community meetings on behalf of the association.
In 2019, after serving as a Trustee, Angela Nelson was elected as President and with a hands on approach strived to meet many new neighborhoods. During that same year, at the suggestion of the Raleigh MPD partners the Forest Lakes National Night Out Celebration was moved to October and it was a great success. It was well attended including many elected officials, law enforcement, school administrators in addition to Forest Lakes homeowner and families.
In March 2020, with a worldwide pandemic many things changes. Due to CDC guidelines because of the Covid 19 pandemic Annual Meeting was postponed and events were cancelled.
Finally in 2023, activities and meetings resumed. With the goal to embrace the new normal.
Kimberly Jordan-Fluker began her tenure on the HOA Board as Vice President and was later honored to serve as President after being elected. In addition to her leadership role in the HOA, she is the Regional Manager of LINC/211 at the Benjamin L. Hooks Library and actively serves on numerous boards dedicated to improving the Memphis community. During the pandemic, LINC/211 was designated as essential, playing a critical role in distributing emergency rental and utility assistance to those in need.
Upon assuming her position, Mrs. Fluker focused on enhancing the HOA’s infrastructure, with a keen emphasis on keeping up with rapidly changing technology. She understands how quickly organizations can fall behind without the integration of modern tools. With this forward-thinking approach, Mrs. Fluker is committed to implementing further advancements before the end of her term.
